Keine Einigkeit zwischen Gabriel und
Netanjahu - Beim
Treffen von Bundesaußenminister Sigmar Gabriel mit Israels
Regierungschef Benjamin Netanjahu sind Meinungsunterschiede
über das weitere Vorgehen im Nahost-Konflikt sichtbar
geworden.
Netanjahu nutzte die gemeinsame Pressebegegnung am gestrigen
Mittwoch, um Gabriel öffentlich in der Frage der Haltung
Israels zur Zwei-Staaten-Lösung zu korrigieren. Gabriel
seinerseits forderte Israel auf, klar zu machen, wie es sich
eine Beilegung des Nahost-Konflikts vorstellt. Die
derzeitige Ungewissheit führe in Europa zu Frustration.
Gabriel legte bei seinem Besuch in Israel und den
Palästinensergebieten ein klares Plädoyer für den
Nahost-Friedensprozess ab. „Deutschland befürwortet sehr
klar die Zwei-Staaten-Lösung von Israelis und
Palästinensern“, sagte er nach einem 40-minütigen
Vier-Augen-Gespräch mit Netanjahu in Jerusalem.
Als Gabriel auf der Pressekonferenz davon sprach, dass auch
Israels Regierung eine Zwei-Staaten-Lösung mit sicheren
israelischen Grenzen wolle, ging Netanjahu mit einer
Klarstellung dazwischen. „Nein“, sagte der
Ministerpräsident. „Wir wollen die Sicherheit westlich des
Jordan kontrollieren, das ist die primäre Bedingung.“
Ein Bekenntnis zur Zwei-Staaten-Lösung – also zur Errichtung
eines eigenen palästinensischen Staaten – vermied Netanjahu.

militärische Kontrolle ausüben, ist eine andere Frage,

Netanjahu war so frei zu sagen, dass ihn die Wortwahl in
Bezug auf einen palästinensischen Staat nicht interessieren
würde. Klar sei, dass Israel die Hoheit über die Sicherheit
dieses Gebildes haben werde, oder es gar nicht erst dazu
käme:
We will control security…That is the first condition to
whether or not it’s defined as a state.
Auch wer sich nur wenig mit Staatstheorie auskennt weiß,
dass Souveränität ein zentrales Merkmal für einen Staat ist.
Ein souveräner Staat ist für die Sicherheit alleine
zuständig. Wenn aber Israel die Sicherheit eines „Staates“
Palästina kontrolliert, wird , kann dieses Palästina nie ein
Staat sein.

Liga-Beratungen in Kairo - Die Arabische Liga hat eine neue
UN-gestützte Friedensinitiative für den Nahost-Konflikt
gefordert, weil sie die USA nicht länger als herausragenden
Vermittler in dem Konflikt zwischen Israel und den
Palästinensern akzeptiert. Der Friedensprozess dürfe nicht
mehr "in den Händen einer einzigen Partei" liegen, sagte
Liga-Generalsekretär Ahmed Abul Gheit am Donnerstag in Kairo
unter Bezug auf die USA. Eine wichtige Rolle könne dabei
künftig die EU spielen.
An die Stelle der herausragenden Rolle der USA müsse ein
"internationaler und multilateraler Mechanismus unter Ägide
der Vereinten Nationen" treten, der den Friedensprozess
vorantreibt, heißt es in einer Erklärung der Außenminister,
die in Kairo zu zweitägigen Beratungen zusammengekommen
waren.

Jahre im Sudan, ehe er mithilfe von Schmugglern im Juni 2010
über den Sinai nach Israel kam, wo schon ein Cousin von ihm
lebte. Ein Jahr lang wurde er im Internierungslager für
Flüchtlinge in Holot in der Wüste Negev festgehalten. Heute
arbeitet er in einem Spielzeuggeschäft in Raanana und kommt
jedes Wochenende in das etwa 20 Kilometer entfernte Tel
Aviv, um bei seinen Landsleuten um Unterstützung für die
Widerstandsgruppe Eritreas Vereinigung für Gerechtigkeit zu
werben.
Asyl hat er keines erhalten, die Anerkennungsrate liegt bei
rund einem Prozent. Iyassu Zeru ist einer von 38 000
Flüchtlingen, die nun abgeschoben werden sollen, israelische
Politiker sprechen von "Eindringlingen". Spätestens im April
soll mit ihrer Massenabschiebung begonnen werden. Der
Großteil, rund 72 Prozent, stammt aus Eritrea, 20 Prozent
sind Sudanesen. Aber egal, woher sie kommen - gebracht
werden sollen sie nach Ruanda. Wer sich weigert, wird
inhaftiert. (...)

- Nadia Hijab - Al-Shabaka: The Palestinian Policy Network’s
Executive Director Nadia Hijab gave the following
presentation to the Palestine Solidarity Campaign’s annual
general meeting at the London Irish Centre, in London.
It’s an honor to be speaking to the group that’s made it on
to Israel’s top 20!
In my talk today I want to focus on three things:
1st) How to get our framing right in terms of what we’re
fighting against;
2nd) How to put forward a compelling vision of what we’re
fighting for; and
3rd) How to stay strategic in growing all our sources of
power so we can achieve our goals.
This may all sound pretty basic but there’s a lot of
confusion both among Palestinians and among Palestine
solidarity activists. And the reason for confusion is that
we don’t have a fully representative leadership that is
providing clear direction – and that’s putting it mildly. So
first, the question of what we’re fighting against. There’s
a lot of debate, particularly in academic circles about the
framework of analysis we should apply to the Palestinians.
Is it settler colonialism? Or ethnic cleansing? Or racial
discrimination? Or apartheid? In fact you could make a case
for any one of those and more.
But what we need is a common framing to make it crystal
clear not only what we are fighting against – but also what
we are fighting for. And we need that framing so we can be
clear about the strategies we need to succeed. My Al-Shabaka
colleague Ingrid Jaradat and I reviewed all these frameworks
in a recent policy paper. We identified apartheid as the
most strategic framework – in other words, as the one most
useful in our struggle.

Gaza : Les appels au secours se multiplient !
Nous lançons une nouvelle collecte - La situation
économique et sociale ne cesse d’empirer dans la bande de
Gaza, tandis que l’occupant martyrise les enfants
palestiniens et leurs familles en Cisjordanie. Les hôpitaux,
les maternités de la bande Gaza sont exsangues et plusieurs
annoncent leur fermeture faute d’électricité et faute de
pouvoir payer le personnel médical, qui travaille depuis
très longtemps sans être payé.
L’hôpital pediatrique Dourra vient de fermer et plusieurs
services de soins intensifs pour nouveau-nés sont sur le
point d’en faire autant.
C’est le cas de l’hôpital Européen mais aussi des hôpitaux
Shifa, Taheer, Aqsa, Emirates, qui accueillent 60 % des
femmes enceintes de la bande de Gaza et qui travaillent 24 H
sur 24, et 7 jours sur 7, par roulement.
Si la pénurie d’électricité liée au siège de Gaza est la
cause première de ces graves difficultés, le problème des
salaires est également dramatique, les personnel médical ne
recevant aucun salaire depuis 3 mois.
De même les salariés du secteur public (écoles, pharmacies
laboratoires d’analyse, éboueurs) ne peuvent plus continuer
à travailler sans salaire, d’autant que les subventions
allouées à l’agence des Nations Unies pour l’aide aux
réfugiés (UNRWA) diminue au lieu d’augmenter, les USA ayant
notamment amputé leur participation de moitié, soit 66
millions de dollars en moins, pour étranger davantage des 2
millions d’ahbitant s de la bande de Gaza, sont 90 %
survivent désormais grâce à l’aide alimentaire.
"Même le mot « espoir » est en train de disparaitre du
dictionnaire des optimistes de Gaza. Et c’est inimaginable
que l’on puisse acculer un peuple à un tel désespoir. Garder
l’espoir à Gaza est un luxe. », commente Ziad Medoukh.
"Malgré « l’accord de réconciliation », l’autorité
palestinienne verse seulement 30 % des salaires aux 70.000
fonctionnaires de Gaza, tandis que le Hamas ne peut allouer
plus de 20 % de leurs salaires à ses 40.000 fonctionnaires.
De nombreuses d’associations humanitaires ont fermé leurs
portes, faute de financement interne et externe. Les rues
commerçantes sont vides et le pouvoir d’achat est en en
chute permanente.
Beaucoup de magasins ont annoncé leur faillite totale et on
compte un grand nombre d’usines s fermées faute
d’électricité.
La ration d’électricité est pour les foyers est actuellement
de quatre heures par jour, témoigne Ziad Medoukh.
Ses étudiants marchent des kilomètres et des kilomètres par
jour pour rejoindre leurs universités, parce qu’ils n’ont
pas la possibilité de régler les frais de transport,
souligne-t-il
En janvier 2018, le taux de chômage dépasse les 73% de la
population et 85% de la population de Gaza vit en dessous du
seuil de pauvreté.
"Devant cette situation catastrophique, nous assistons à un
silence complice et total de la part d’une communauté
internationale officielle, note une fois de plus Ziad
Medoukh .
"Les Palestiniens de Gaza attendent et attendent… Ils
attendent une ouverture, un changement, ils attendent la
levée de ce blocus inhumain, imposé depuis plus de douze
ans, ils attendent une réelle réaction internationale qui
mette fin à l’impunité de cet occupant. Ils attendent avec
un courage à toute épreuve. Mais jusqu’à quand ? "
